Just asking, but is Flanders a pars pro tot for Belgium or the Netherlands? The Eastern Borders of the Netherlands and Belgium were settled in the late 19th century. During the wat of the Austrian Sucession the town of Roermond, now in the Dutch Province of Limburg, was part of the small Austrian province/duchy of Guelders.
