Whether it is Austrian or not, the whole equipment seems to be mixed from different periods. The cut and the style of the coat and other clothes of the uniform is later than 1695. The swordband hanging from the shoulder is like from the 1670s and 1680s. The hat is also earlier than 1695.The haistyle and moustache style is even more earlier fashioned than any other parts of the drawing.

I guess the identity will depend on identifying the buildings rather than the uniform.
