Who is this?

 The RCT identifies this as 'traditionally identified as George II (by David Morier) but others think he might be French. Zoomable image here

Looks like Cumberland to me.

The cavalry in the background are definitely French, including Mousquetaires.

I agree with dfogleman2. There is also a very prominent French fleur de lys on the front of the horse harness on the horse's chest.

C'est officier est Francais, on note la présence des fleurs de lys sur l'équipement du cheval. De plus, le cavalier est porteur de la croix du saint-esprit à gauche sur la poitrine et il tient un bâton de maréchal portant des fleurs de lys.
En arrière plan du tableau on aperçoit une revue d'unités de cavalerie,composées des Mousquetaires de la garde.... sans doute il s'agit d'une revue de la garde de la maison du roi.

Marshal Saxe. In the background are French Guard cavalry, the Mousquetaires de la garde, and the Gendarmerie de France.

The Comte d'Estrees. The jacket matches portraits of him. If the portrait is of Estrees then the blue coated cavalry are likely the Royal-Roussillon which he commanded and was associated with in his early career. Probably meant as a tribute to him.
